Historical research is the crux of Jacobson's public art. He involves the community in the project development stage, believing art must be triggered by a theme, which can then be translated into a three dimensional object. In public art, the contracting agency sets the theme by defining the site, geographical aspects, or use of the site before asking for competitive bids. Jacobson partners with public officials and the community in the research and project development stages. Historical research is at the core of the designs and his sculptures pass the scrutiny of review bodies such as public art juries, architectural review commissions and City Councils. The public art commissions come complete with an informational plaque describing the intent and interpretation of each sculpture.
